Senior Project Lead – Can’t Wait to Learn Team (CWTL)

War Child’s Can’t Wait to Learn Programme
Can’t Wait To Learn is a best-in-class digital learning application for education in emergencies by War Child Holland. It is an integral education component of War Child Holland’s System of Care for children in crisis that combines psychosocial support, child protection and education to help children regain trust in themselves and others. Launched in 2012, Can’t Wait To Learn has been used in Chad, Jordan, Lebanon, South Sudan, Uganda and Ukraine. More than 59,000 children have received education through Can’t Wait to Learn.
You will play a lead role in managing the innovative, dynamic and complex Ukraine response in line with expectations of multiple stakeholders and build an effective network in support of the present response and possible expansion. This will involve ensuring quality, timeliness, cost-effectiveness, and sustainability of the response, and developing opportunities for expansion to other contexts.
You will maintain a high-level of visibility and communication in line with policies and expectations of all key stakeholders, and lead on fulfilling agreed targets and propose additions or improvements to the agreed response that will serve the broader long-term CWTL scaling ambitions.
You will report directly to the CWTL Programme Director working in the multi-sectoral CWTL team in the International Programme Department. You will manage the Can’t Wait to Learn Ukraine Response team, which includes technical specialists dedicated to game development, programme development and management positions (both globally and at country level). You will also work with other departments such as R&D and IT; and externally representing WCH to external partners and donors.
Your duty station is ideally close to our core locations and team, The Netherlands (Home Office, preferred). Candidates must be eligible to live and work in the EU.
- Strategic project management and leadership
- Manage the next phase of the Can’t Wait to Learn Ukraine response within the parameters agreed upon by the CWtL Programme Director ensuing alignment with amongst others the War Child Ukraine Emergency Response, donor requirements, CWtL Scaling Up Strategy.
- Define, retain, attract and manage the necessary human resources (consultancies or staff) to achieve the agreed targets in time and on budget.
- Lead the development and iterations of the project plan, including detailed project plans, quality standards, timeline, detailed budgets and milestones, in strong collaboration with the international CWTL programme team, Ukraine Emergency Response Team, and finance department.
- Develop structured processes and guidelines to ensure smooth project management, implementation and monitoring.
- Monitor and make decisions on budget management towards achievement of agreed plans, in collaboration with CWTL Programme Director and finance teams.
- When necessary, attract and secure additional funding for the response.
- Ensure submission of transparent, high quality and timely financial, narrative and face-to-face progress reports which meet WCH and donor quality standards
- Ensure alignment and synergy between the CWTL response (team), the War Child Emergency Response Team, other members/aspects of the CWTL team, and other War Child departments.
- Identify opportunities to build out the response and propose concrete additions to the response in view of the wider CWTL/War Child agenda.
Result 1: The Can’t Wait to Learn Ukraine Response is managed on target, budget and time. This serves as a catalyser to achieve the wider CWTL/War Child agenda.
- Relationship building, partnership management, networking & sector contribution
- Develop, maintain and enhance partnerships with key stakeholders: the Ministry of Education and Digital Transformation, donors, implementing partners and other stakeholders (internal and external), ensuring fruitful collaboration to meet the expectations of the response, and build a sound basis for future collaboration.
- Identify and build new partnerships to enhance the CWTL Response, the War Child Ukraine Response and create concrete opportunities to fulfil the wider CWTL / War Child (scaling) ambitions.
- Draw learning from all aspects of the Response and feed these into policies, practices and processes of the wider CWTL team, other War Child departments and the wider Ed Tech community.
- Represent the organisation at relevant events, webinars, networks and sector groups.
- Maintain effective donor relations.
- Act as project focal person for the response, responding to any requests in liaison with the CWTL global and country teams.
Result 2: Partnerships with key stakeholders are maintained and new partnerships forged to fulfil the targets of the response and take additional steps towards fulfilment of the scaling strategy at large.
- Lead and coordinate high-level visibility and communications strategy
- Follow-up the leads from the high-level campaign around the launch of the CWTL Ukraine Response to enhance CWTL's/War Child's visibility and brand.
- Ensure that all visibility requirements of War Child, donors, and partners are integrated and met.
- Collaborate with the Director of Advocacy and Communications and the CWTL Marketing and communication Advisor, identify more opportunities to enhance CWTL's/War Child's positioning, profile, and reputation on Education Technology in emergency responses in line with the CWTL communications strategy and War Childs policies and branding guidelines.
- Ensure that these opportunities directly contribute and facilitate new donor and partnership interest for sustainable scaling.
- Take responsibility for and guide the development of communication assets in support of the Ukraine Response and the wider CWTL agenda.
- Act as communication focal point for the response.
Result 3: All visibility requirements of WCH, donors, and partners are met and generate more donor and partnership interest.
- Lead the development and implementation of the monitoring, evaluation, research and learning agenda
- In collaboration with War Child M&E teams and the R&D department, develop a monitoring, evaluation and research agenda that is aligned with the CWTL/War Child M&E framework, donors' expectations, and the CWTL research agenda.
- Develop a corresponding MEL system, ensure appropriate internal and external stakeholders are aware of their role and responsibility in the MEL cycle, and that the MEL cycle is adhered to, in order to generate the right data from multiple stakeholders in a timely fashion.
- Identify opportunities to generate additional insights to inform CWTL's scaling strategy, War Child's scaling ambitions and the wider EdTech sector.
- Carry out regular analysis of the data and use these for monitoring and reporting, as well as for optimalization of the response.
- Write donor reports and plans.
- Identify important findings, document and share these with the Global CWTL Team and the wider organization; formulate recommendations and/or take appropriate action based on these findings.
Result 4: Data are collected, analysed, communicated and used to measure progress, cost-effectiveness, impact and reach of the response, as well as generating insights for scaling beyond the Ukraine Response.
- An MA relevant to the role (e.g., Education, EdTech, Management)
- Sound working knowledge about education in emergency settings
- Demonstrable experience in Social Innovation, pref. of Education Technology, and pref. in humanitarian or development settings (or low-resource environments)
- Significant experience in programme and project management of complex multi-stakeholder programmes
- Proven skills in programme development, writing narrative and financial donor reports and maintaining donor relations
- Knowledge and experience in M&E and research
- Passion and motivation to drive a demanding and high-profile project
- Fluency in English is required. Fluency in Ukrainian, Romanian, or Russian is desirable
- Possess the following transversal competencies: commercial skills, analytical capacity, networking, result orientation, cultural sensitivity, and flexibility
- Affinity with War Child’s mandate, mission, and core values (Impact, Creativity, Inspiration and Integrity)
- Full time: 40 hours per week, contract duration until March 2024
Our offer: Depending on the duty station, local contract with salary and secondary labour conditions based on the country’s salary scale and T&C's will apply.
Location: Any country where War Child Holland has an office base, with a preference for The Netherlands. The successful candidate needs to be eligible to work in that country.
