War Child’s Can’t Wait to Learn Programme
Can’t Wait to Learn (CWTL) introduces new (cost-) effective solutions to the serious challenges facing education for children in emergencies. By utilising innovative technological solutions with a focus on serious gaming, CWTL builds on concepts, which have been successfully implemented in Sudan, Lebanon, Jordan and Uganda. CWTL seeks to increase the number of children with access to quality education in mathematics and reading in areas affected by conflict globally. Language acquisition materials will be introduced into the programme portfolio in 2020. Developing fresh, interactive materials based on the national curricula, and creating effective partnership structures to distribute these, CWTL creates new opportunities for making education accessible to those children who have been excluded from education, increasing their resilience and preparing them for a positive future.
As CWTL Programme Director you are responsible for the overall leadership and management of the programme to achieve impact at scale in line with the programme key performance indicators and organisational scaling strategy and vision. You manage a complex global programme, including strategic partnership development, programme planning, product development, project implementation and quality assurance. Can’t Wait to Learn is currently active in Chad, Jordan, Lebanon, Sudan and Uganda in cooperation with implementing partners and War Child technical and in-country teams.
CWTL Programme Director represents the programme to donors and education sector actors, working toward sector endorsement of Can’t Wait to Learn as an effective, evidenced based, cost efficient EiE intervention, generating opportunities for funding, strategic and implementation partnerships.
CWTL Programme Director manages the global programme team based in the Netherlands, which includes gaming, education, design, and content production technical expertise, as well as implementation, logistics and admin capacity. The position also manages internal and external partners, stakeholders and expert, and manages the software development service provider. The CWTL Programme Director reports directly to the Director of International Programmes.
This position is based in Amsterdam, where War Child’s Home Office is located.
Develop policy and vision
- Follow and identify relevant (social-political) developments and translate them into consequences and opportunities for War Child
- Contribute to the strategic policy of War Child Holland and advises the MT
- Further develop the vision and policy on the program, based on strategic organizational policy
- Create a multiannual plan and budget based on approved policies, and concretize this in program proposals, projects and activities
- Evaluate implemented policies, programs and projects and make (policy) proposals for improvement.
Develop and realise the programme to scale
- Lead the team to define, design and coordinate plans for each programme component in line with quality standards, timeline, detailed budgets and milestones
- Oversee the development of processes, tools and guidelines to ensure smooth project management and implementation
- Ensure effective integration of new components into the CWTL portfolio, together with War Child’s R&D department as well as with external partners
- Lead in-country partnership development for implementation in collaboration with in-country teams where relevant
- Oversee programme operations, including finance management, logistics, and procurement in line with programme and organisational parameters and policy
- Develop and implement a scale-up strategy designed to foster broad education in emergencies sector acceptance of intervention approach, together with other programme partners.
- Ensure buy-in and support from all stakeholders, in War Child HO and field, as well as of external partners and donors
- Coordinate all stakeholders and partners, keeping them engaged, ensuring that expectations and results are being met
- Foster sharing and learning from programme experience within War Child and the education-in- emergencies sector more generally, through written articles, contribution to conferences and events, and by initiating learning events
- Represent the organisation in relevant (inter)national events, networks and sector groups
- Identify collaboration opportunities with external parties for the purpose of implementing programs, selects new partners and consults the management team.
- Monitor and evaluate the effectiveness of internal and external partnerships
- Consults with (strategic) partners and third parties.
- Secure an appropriate multi-donor portfolio to support scale-up ambitions, including developing strategic donor relationships in collaboration with War Child’s fundraising teams
- Actively seek funding opportunities and coordinate the proposal development process in line with programme strategy and funding needs.
- Document and share programme results and the potential for replication and scaling-up with relevant stakeholders, including potential donors.
- Academic degree or studies in the field of International Development, Conflict or Social Studies or other relevant field
- Min. 10 years of experience in war affected emergency, post-emergency or developing countries
- Proven extensive knowledge of humanitarian education sector priorities and stakeholders
- Extensive knowledge of humanitarian innovation and scaling initiatives and stakeholders
- Experience in leading and managing multi-stakeholders multi-donor programmes
- Outstanding interpersonal skills and excellent communication skills
- Strong planning and organising skills;
- Problem solving and can-do mentality;
- Motivated and motivational towards achieving results and objectives;
- Full professional Fluency in English required; French, Spanish or Arabic is an asset
- Fully support War Child’s mandate and mission
- Available full time and based in Amsterdam (or ready to move to Amsterdam)
- EU citizen or resident, able to live and work in the Netherlands.
- Salary range from €3999 to €5600 gross per month, based on 40 hours week (the exact step determined by the years of your relevant working experience)
- 26 vacation days (based on 40 hours per week), plus 2 additional free days
- Pension contributions fully covered by the employer
- Monthly mobile phone contribution of € 25
