Terms of Reference - Proposal Development Consultant
War Child Holland (WCH) is an impartial non-governmental organisation, investing in a peaceful future for children affected by armed conflict by focusing on quality education, psychosocial support and enhanced protection. We use creative methods to empower children, young people and their communities to become socially active and to achieve positive and lasting changes in their lives. More than 35 million children worldwide are denied schooling due to conflict. War Child, together with stakeholders from the public and private sector, has developed a breakthrough innovative education project called Can’t Wait to Learn. The project, a tablet based educational game for out of school children, has been successfully piloted in Sudan, and is now taken to scale to reach children affected by the Syrian refugee crisis and South Sudanese refugee children in Uganda. Major partners including USAID, IKEA Foundation, the Dutch Postcode Lottery, and Google.org have committed support to the project. Can’t Wait to Learn is part of the Humanitarian Education Accelerator led UNICEF and UNHCR and funded DFID. Our aim is to take this project to scale and to reach many more children in the years to come.
With Can’t Wait to Learn growing rapidly in the current countries of implementation and expanding to new countries, the programme is looking for new funding partners both at the country and global level. As the programme transitions to scale, the nature of the funding partners and funding relationships is also changing.
To keep up with programme demand and funding needs, we are looking for support in targeted donor mapping, and proposal development.
Scope of Work
The Proposal Development Consultant will support the identification of new funding partners and develop quality funding proposals, together with global and country-based Can’t Wait to Learn team members. The consultant will conduct the scoping exercise, manage proposal development processes, and write the proposals. The consultant will drive the process to bring the applications to full completion and ensure both high quality and a timely submission of the final products.

Determine donor scoping timeline, process and targets
Act as the proposal focal point and liaise between relevant WCH Staff involved as well as with partner organizations.
Oversee the organization of tasks and responsibilities of team members related to proposal development
• Organisation of Work
Determine all tasks necessary to prepare the proposals
Establish a timeline for all tasks and assign persons responsible for these tasks
Monitor the progress of all tasks against the timeline and make adjustments as necessary
Write the proposals according to donor guidelines
Edit and incorporate the input of other team members into the proposals
Deliver quality product against a tight schedule
Ensure that the tone, content, and design of the proposal correspond to donor requirements
Liaise with the Can’t Wait to Learn management team and technical advisors to ensure coherence between narrative and budgetary elements.
Assist the Can’t Wait to Learn management team in budget drafting and review.
Key Internal Contacts
The consultant report to the Can’t Wait to Learn Programme Director. The consultant works together with the Deputy Programme director, programme controller, and programme managers and technical advisors at the global and country levels. The consultant coordinates with grant advisors in War Child’s fundraising unit.
Key External Contacts
External partner NGOs may be added as co-applicants in the proposal. Other key external contacts may include research institutes and software developers involved in the programme.
The position reports to the Can’t Wait to Learn Programme Director.
• Demonstrated knowledge of the Education in Emergencies, innovation, or other relevant funding sector.
• Proven success in fundraising within above sectors.
• Ability to design and write major, winning, technical programs responding to grant solicitations in a limited amount of time
• Previous work experience in humanitarian settings
• Demonstrated technical expertise innovation in education and/or education in humanitarian settings
• Strong writing skills
• High level of English fluency, both written and verbal.
• Ability to work under pressure and meet deadlines
• Strong interpersonal skills and the ability to work well within a team.
• Willingness to travel
• Computer literate in MS Office (Word, Excel, Outlook)
Total duration: 40 days over a three-month period. Additional days may be agreed upon if deemed necessary.
